This particular example appears to have been made as a souvenir for Magnetic Hill in New Brunswick, Canada, the wonderfully strange roadside attraction where the surrounding landscape creates the illusion that cars are rolling uphill.
The wonderfully grumpy bearded gentleman is good enough on his own, but then someone decided his handle should be a fish. An excellent decision.
